Application
This unit involves the skills and knowledge required to determine the origin of goods and to interpret the application of preference schemes and/or free trade agreements to those goods. Work must be carried out in compliance with the relevant customs requirements, and relevant legislation and workplace requirements concerning the determination of origin of goods. Work is undertaken in a range of environments including small to large worksites in the customs broking industry. No licensing, legislative or certification requirements apply to this unit at the time of publication. |

Evidence of Performance
Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include: |
applying correct preference scheme and rule applying quality procedures applying relevant free trade agreement applying relevant legislative and regulatory knowledge assessing evidence of compliance accurately communicating effectively with clients correctly identifying the requirements of applicable preference schemes and/or free trade agreements establishing correct origin code establishing correct preference rule and/or code identifying correctly: eligible/non-eligible goods for preference purposes places and countries where preferential tariff rates may apply providing accurate advice to clients reading and correctly interpreting appropriate legislation reading and correctly interpreting current documents and tariff schedules reading and interpreting tariff schedules sequencing activity competently. |

Assessment Conditions
As a minimum, assessors must satisfy applicable regulatory requirements, which include requirements in the Standards for Registered Training Organisations current at the time of assessment. Assessment must occur in workplace operational situations where it is appropriate to do so. Where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate workplace conditions. Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate. Resources for assessment include: a range of relevant exercises, case studies and/or simulations applicable documentation including workplace procedures, regulations, codes of practice and operation manuals relevant materials, tools, equipment and personal protective equipment currently used in industry. |
